Overview

The Office of Regulation Counsel serves as the investigative and prosecutorial arm of the Judiciary of Guam in matters involving attorney discipline and professional conduct.

The office is responsible for receiving, reviewing, and investigating complaints against attorneys licensed to practice law in Guam, ensuring that members of the legal profession adhere to established ethical standards and rules of professional responsibility. Through its work, the Office of Regulation Counsel plays a critical role in maintaining public confidence in the legal system by holding attorneys accountable for misconduct and protecting the integrity of the judiciary.

In addition to handling disciplinary matters, the Office of Regulation Counsel supports the Supreme Court of Guam in the administration and enforcement of attorney regulation.
